IFoAのMutual Recognition
IFoA（Institute and Faculty of Actuaries，イギリスのアクチュアリー会）の Mutual Recognition制度について調べています。「Mutual Recognition」とは日本語に訳すなら「（資格の）相互認識」で，例えば「日本のアクチュアリー会（IAJ）の正会員ならIFoAでこれこれの資格を与えましょう，逆にIFoAの正会員ならIAJでこれこれの資格を与えましょう」というものです。

IFoAのサイトはいろいろな文書がPDFのかたちで掲載されているのでリンクが貼りにくいのですが，例えばIAJとのあいだには，以下のような取り決めがあります：
The IoA agrees to admit to its ‘Affiliate’ status any Fellow of the IAJ who submits an application form and pays the required fee, subject to any conditions prescribed for such status. A description of the Affiliate status is attached to this agreement, as of January 2000. The IoA has the right to change the conditions for Affiliate status, and agrees to notify the IAJ if it does so. The IoA has the right to terminate the status of an Affiliate, if the conditions for being an Affiliate are violated.
The IAJ agrees to admit to its ‘Kenkyu-Kaiin’ status any Fellow of the IoA who submits an application form and pays the required fee, subject to any conditions prescribed for such status. A description of the Kenkyu-Kaiin status is attached to this agreement, as of May 2000. The IAJ has the right to change the conditions for Kenkyu-Kaiin status, and agrees to notify the IoA if it does so. The IAJ has the right to terminate the status of a Kenkyu-Kaiin, if the conditions for being a Kenkyu-Kaiin are violated.

要するに，IAJの正会員にはIFoAの「Affiliate」のステータスを与えるし，逆にIFoAの正会員にはIAJの「研究会員」のステータスを与えましょう，ということですね（但し書きとして，研究会員であるためには日本語が普通に使えて翻訳の必要がなくｳﾝﾀﾗｶﾝﾀﾗということが書かれています）。
「Affiliate Membership」の内容については以下のリンクに書かれているのですが，年次大会に出れるとか，自らのリサーチを発表できるとか，IFoAの出版物を受け取れるとか，その程度です。IFoAのメンバーシップには「Fellow」「Associate」「Student」の3種類があって，またさらにそれ以外のメンバーシップだから，かなり限定された権利（実際には総会での投票権がないものといえるかな）ではなかろうか。

SOAの場合
さて，これがSOA（Society of Actuaries，アメリカの生保アクチュアリー会と言いたいところだが，最近は損保分野にも進出している）になると，どうなるか：

Upon submission of an appropriate application, the SOA will waive its examinations and admit to Fellowship, a Fellow of the UK Institute in good standing on the following conditions

ということで，ちょいちょいと条件はあるものの，基本的にSOAの正会員（Fellow）ならIFoAでも正会員だし，逆もまたしかり，ということです。
で，CASについても基本的にSOAと同じで，片方の正会員ならもう片方の正会員になれますよ，と言っています。
SOA or IFoA?
数年前にロンドンオフィスの同僚が「試験受けるならUSのがいいよ。USは受験者（特にチャイナの）を増やすために試験を簡単にしているし，Mutual Recognition で IFoA の正会員にもなれるから」と言っていたことを思い出します。
試験の易化についてはよく分かりませんが，難しいと言われるイギリスの試験（特に「コミュニケーション能力」についての口頭試問 Subject CA3 が大変だとか）に比べたら，SOAの試験の方が，まだ取り組みやすいのではないかな，という印象を受けております。
